Once you submit your blog on Google, you don't have to do it again, however, you should keep close eye on your sitemap. If your blog is hosted on Wordpress, you can install Wordpress sitemap plugin to automatically update and notify it to Google. Google offers free sitemap creation tools, so do not worry if your hosting website does not offer you any software. Sitemap is not a hindrance to submit your blog on Google Webmasters.
